APRNs: Removing Scope of Practice Barriers
The people of Hawaii should have access to high quality, cost effective health care. The growing physician shortage will require Advanced Practice Registered Nurses (APRNs) play a lead role in the future of the American health care system. Evidence from nationwide studies indicates that primary care services can be provided by APRNs as safely (and more cost effectively) as by physicians. A number of barriers prevent nurses from being able to respond effectively to rapidly changing health care settings and an evolving health care system. These barriers need to be overcome. The Institute of Medicine (IOM) 2010 report on the Future of Nursing: Leading Change, Advancing Health recommended the removal of scope-of-practice barriers. It further stated, “Advanced practice registered nurses should be able to practice to the full extent of their education and training.” Federal and state-based regulations must be amended and coverage expanded to include advanced practice registered nurses. The HSCFN APRN Committee is committed to identifying and breaking down these barriers.
